During the first years of transition to the market economy, countries of Eastern Europe and Central Asia have witnessed very alarming conditions and rates of children in detention. All the countries of the region were recommended by the UN Committee on the Rights of the Child to bring their juvenile justice system in line with international standards.

The window of opportunity for reform is now open in most countries, and UNICEF responds to increasing government demands for guidance and tools.
